Synopsis

Meeting called to order at 7:00pm.

Pledge of allegiance.

Roll call: present- Niepoth, Fleet, Kotz, Hagood, Petrie. Absent-0.

Motion by Niepoth supported by Fleet to approve the agenda with the addition of “setting amount that can be spent without board pre-approval” under new business, carried.

Motion by Hagood supported by Niepoth to approve last month’s minutes as presented, carried.

Motion by Fleet supported by Hagood to approve payment of the bills as presented, carried.

Guest speaker: Dave Howelman, County Commissioner.

Mr. Howelman spoke on some issues concerning the cost of the new construction and who would pay some of the bills, Meadowbrook or the voted bond money. Meadowbrook has $368,000 left in what was a contingency fund of $1,000,000. Bonds of $15,000,000 were voted on and approved. A bid for $18,000,000 was accepted. There have been some cost overruns which is not unusual for a large project.

He also spoke on the TCE plume that is moving toward Bellaire at the rate of one foot per day. In the future a pipeline would be constructed to move water from wells on the other side of Mancelona to supply Shanty Creek and Bellaire. Another five million dollars would be needed for the job.

Public comment: none.

Tree clearing at the Brydon Cemetery has been stopped until spring.

Motion by Fleet supported by Niepoth to accept a different health care plan for the Clerk if the application is accepted by Blue Cross, carried. The Township will open a Health Savings Account to help pay for the higher deductible. This will save the Township a conisiderable amount on the premiums.

The board discussed the hall rental fees and decided an adjustment was needed. Motion by Niepoth supported by Fleet to amend the contract as follows:

One day rental- $150.00 for residents and a $200.00 security deposit

One day rental- $350.00 for non-residents and a $200.00 security deposit.

Weekend three day rental - $450.00 for residents and a $500.00 security deposit

Weekend three day rental - $1,000.00 for non-residents and a $500.00 security deposit

Organizations/groups One day rental- $150.00 for residents and a $200.00 security deposit

Non-resident groups One day rental- $350 for non-residents and a $200.00 security deposit.

These fees are effective as of January 14, 2014, any reservations made previous to this date will be honored and will pay the rate quoted at the time of the reservation, but will need to make a booking deposit to hold the date. A copy of the contract can be picked up at the township hall or viewed on our website for further details.

Motion by Niepoth supported by Kotz to re-appoint Tim Hannert, Bryan Smith, Rick Winslow, Rex Hagood, and Tony Martinek to the Board of Review from January 2014 to January 2015, carried.

A report was given by Kotz on the issues with Antrim County Emergency Services due to communication problems caused by the tower problems.

Motion by Niepoth supported by Hagood to give the Clerk and Treasurer’s deputies a raise from $10.50 per hour to $14.00 due to the fact that they hand not had a raise in nine years, carried. The raise will take effect immediately.

Moose will contact the Antrim County Road Commission about getting a new sign for the Flewellen Cemetery. The old one was damaged this winter.

Motion by Niepoth supported by Hagood to set the spending limit without previous board approval at $500.00, carried.
