Minutes

Meeting called to order at 7:00pm

Pledge of allegiance.

Roll call- present- Niepoth, Fleet, Kotz, Hagood, Petrie. Absent-0.

No conflict of interest was noted.

Motion by Fleet supported by Niepoth to approve the agenda as presented, carried.

Motion by Hagood supported by Kotz to approve last month’s minutes as presented, carried.

Public comment and speakers–Tim Hannert discussed the Fire Department’s plan for purchasing a Ranger Crew Vehicle with a trailer and accessories to be used for emergencies that occur in areas that conventional vehicles can’t get to.

No one has been found yet to take the open position on the Library Board.

Motion by Kotz supported by Fleet to appoint Rexford Hagood to the Board of Review as an alternate, carried. Motion by Kotz supported by Niepoth to appoint Tony Martinek to the Board of Review as an alternate, carried.

Motion by Fleet supported by Hagood to adopt resolution # 1-03-04-2013 for poverty exemptions for 2013. Roll call vote- yes- Niepoth, Fleet, Kotz, Hagood, Petrie. No-0. Carried.

Motion by Niepoth supported by Fleet to adopt resolution # 2-03-04-2013 amending the 2012-2013 budget. Roll call -yes- Niepoth, Fleet, Kotz, Hagood, Petrie. No0. Carried.

Motion by Petrie supported by Niepoth not to accept the proposal from the zoning administrator for hours to be kept a the office, carried. He will be asked to attend the next board meeting.

Discussion of wages for the 2013-14 fiscal year. The township board has not taken any raises since February of 2007 and agrees that a 3% increase is necessary. The other boards will get an increase of $10.00 per meeting and the cleaning person will get a $10.00 a week increase. The assessor will get a 3% increase and the cemetery maintenance person will stay the same unless it becomes necessary to change due to increase in the cost of supplies. The mileage reimbursement will go from $ .40 to $ .55 per mile.

Motion by Niepoth supported by Kotz to approve resolution # 3-03-04-2013 setting the salaries for the 2013-2014 fiscal year. Roll call vote- yes- Niepoth, Fleet, Kotz, Hagood, Petrie. No-0. Carried.

Public comment time was given.

Officers gave printed reports.

Opened budget hearing at 7:02pm

Discussed budget for 2013-2014 fiscal year.

Closed budget hearing at 7:18pm

Motion by Hagood supported by Fleet to adopt the resolution for the 2013-2014 year budget. Roll call vote- yes Niepoth, Fleet, Hagood, Petrie. No-0. Carried.

Kearney Township Public Hearing and joint Board Meeting with Forest Home Township and the Bellaire Fire Board

March 18, 2013

Minutes

Meeting called to order at 7:00pm.

Kearney Township board members present- Petrie, Fleet, Hagood, Kotz, Niepoth. Absent-0.

Forest Home Township board members present- Mahan, Kent, Smith. Absent- Steiner, Crandall.

Fire Board members present- Rainey, White, McDuffy, Hannert, Bigelow. Absent-0.

Public comment-none.

Read and approved the minutes from last year’s joint meeting. Motion by Smith supported by Mahan to approve the minutes, carried.

Motion by Niepoth supported by Fleet to set the millage at 3/4 mil for 2013 (for the 2014-2015) operating budget. Kearney Township. Roll call vote- yes- Fleet, Kotz, Niepoth, Hagood, Petrie. No-0. Motion carried.

Forest Home Township roll call vote, No- Mahan, Smith, Kent. Yes-0. Not carried.

Motion by Mahan supported by Kent to set the millage at 1mil. Roll call vote - Yes-Mahan, Smith, Kent. No-0. Kearney Township roll call vote- No- Kotz, Hagood, Niepoth, Petrie, Fleet.

Yes-0. Not carried.

Millage will be 3/4 mil.

Motion by Fleet supported by Niepoth to approve the proposed budget for 2013-2014 (funded by the 2012 millage) which is1 mil. Roll call vote- Yes- Fleet, Kotz, Niepoth, Hagood, Petrie. Roll call Forest Home- Yes- Kent, Mahan, Smith. Carried.

Motion to adjourn.
